In practice, you apply through the implementing organization in the country where you will sit the exam, because each member country operates its own candidate portal, application procedure, fee payment method, and exam-permit issuance. Bangladesh’s official ITPEC-related page, for example, describes ITPEC as a common examination and lists the member countries, which is consistent with the reality that registration is administered locally rather than through a single global application system.
